Adobe Photoshop has a free community version called Photoshop Elements that lacks the ability to create or modify layers.
Why Buy Photoshop Elements?
Adobe Photoshop Elements can be considered a stripped-down version of Photoshop with fewer features than its professional siblings. It does not include any of the advanced editing features found in the $995 Photoshop and the $850 Adobe Photoshop CS4. Photoshop Elements does include the most common editing features; it does not include all of the tricks and stunts found in the professional versions.
Unlike Photoshop or Photoshop CS, Photoshop Elements has no included image templates. However, you can create templates for further control of your images.
Photoshop Elements is useful for three reasons:
It provides a fully featured photo-editing suite at a bargain price.
Photoshop Elements doesn’t require a lot of memory to use; therefore, it will work on computers with limited memory.
Photoshop Elements includes many of the most common photo-editing tools you’ll use regularly.
If you are just starting out in photography and want an editing program that is easy to learn, you can easily get started and stop using the program when you’ve mastered it.
You can get Photoshop Elements for as little as $50 (for a very limited version) or buy more powerful versions for $80–$100 for the complete program. You can even buy the full version online for only $79.97, but you must download the program to your computer.
Using Photoshop Elements
To open a file with Photoshop Elements, choose File⇒Open. You can also click the Open button on the toolbar.
The first time you use Photoshop Elements, you see the Workflow Options dialog box, as shown in Figure 2-13. If you previously edited photos using the program, you’ll see the Photomerge Photo Workspace.
To use Photoshop Elements, you need to understand how layers work. Figure 2-14 shows a basic concept of layers in Photoshop Elements. In the following sections, you can find out more about layers.

Creating layers
Every picture in a photo-editing program has layers. You add or delete layers to get the effect you want in your photos.
When you import a picture to Photoshop Elements,
You should use the free trial version before purchasing a license of Adobe Photoshop. A licensed copy can be upgraded to the full professional version if needed.
Most of the details of using Photoshop and features of Photoshop Elements will be the same. You may benefit from creating a Photoshop and Photoshop Elements folder that stores your files separately. This keeps your files separate and also allows you to keep your Photoshop and Elements folders from filling up your hard disk.
If you already use a separate folder for keeping your files, your files will be easy to find. You can also create a new folder for Photoshop and Photoshop Elements.

You should create a folder in your hard disk that is named like this: photoshop_elements/. Your photoshop folder should have this name: photoshop.

Follow these steps to create a new folder in your hard drive:
Go to your Finder
Move the mouse cursor to the top of the screen
Press and hold the Option key on your keyboard
While holding down the Option key, press the down arrow key on your keyboard to open the folder pane
You can press and hold the Control key and click the left mouse button to create the folder.
Windows
Click in the search field in the top left corner of your screen, then move the mouse cursor to the top of the screen. Press the Windows key on your keyboard, then move the mouse cursor to the top of the screen. Press the Windows key and the down arrow key to open the folder pane.
Create a new folder in your computer’s hard disk and call it photoshop_elements. Move the photoshop folder into the new folder.
Cancel creating a folder
Don’t open a folder you have already created! You can move and rename a folder, but it will not be removed from your computer if it is open.

According to a report from a CBS local affiliate, a medical records technician in Dallas was selling the names of patients without their consent. The hacker found the info while working at a Dallas hospital.
According to police, from 2010 through 2012, the hacker entered into the My Health Choices database with the intent of obtaining health care information. In some cases, the hacker changed the name and birthdate of patients in the database.
The hacker had access to about 2.5 million records. When the hospital told the police about the breach, the hacker deleted the database.
The hospital did not state if the breach had any effect on the health care of any patients.
“While a hack this large is rare, it’s important to note that the My Health Choices system is used by some of the nation’s largest health systems,” Gary Winslow, a spokesperson for the Texas Health and Human Services Commission told CBS Dallas.

A recent peer-reviewed industry journal article has come to the defense of federal contractors working with the United States government in Iraq. It appears that the U.S. government doesn’t consider the hundreds of thousands of dollars that are paid out in Iraq to these companies, to be the government’s money. It is, instead, the contractors’ money. One of the main contractors, the Blackwater USA subsidiary of the infamous former head of the firm now known as Xe Services, was fined $1 million by the U.S. Army.
According to recent research, contractors engaged by the federal government are not under criminal investigation in Iraq and, even with fines, are still paid and viewed as trustworthy in Iraq. The researchers examined 33 federal contractors in Iraq and found none of the companies had been investigated for fraud or subcontractor theft. The researchers concluded the inability of government investigators to track down the perpetrators in Iraq made it likely that the government simply didn’t care.
John Shepherd and his co-authors, former project managers for the Army and private investigators, set out to track some of the federal contractors engaged in Iraq to see if problems existed. They created a questionnaire and distributed it to contractors engaged in reconstruction in Iraq, as well as to private investigators.
